
Living up to its name, the California Ground Transportation Regulatory Group (CGTRG) has been consistently meeting with state and local officials on issues impacting luxury chauffeured transportation operators in the Golden State.
Top of the agenda is the pending AB 1340, or Transportation Network Company Drivers Labor Relations Act, which suggests a new model to allow independent contactors (like Uber and Lyft drivers) to fight for collective bargaining rights without changing their IC status. The bill was introduced in the 2025-2026 legislative session by Assemblymembers Buffy Wicks and Marc Berman.
According to CGTRG: “If this bill passes, AB 1340 does not directly impact chauffeured transportation operators today, but it establishes a new labor framework that could easily be referenced, replicated, or expanded in future bills. Given the history of union interest in transportation sectors and the evolving political climate in California, this bill should be watched carefully by operators and associations alike.”

In May, the association also met with officials from several of the state’s airports, including San Diego International (read more), Ontario International (read more), and John Wayne in Orange County (read more). Discussions included new fees structures, permitting processes, and updates to any on-the-ground operations that could impact the industry. Finally, CGTRG is gearing up for its education & networking mixer, scheduled for Wednesday, June 25, at 3:00 p.m. at the Proud Bird in Los Angeles. Specifically aimed at Southern California operators (although all are welcome!), the event will offer insight into how the association is fighting for the industry as well as provide a venue for members of the industry to mingle and network.
