The Chauffeured Transportation Association of New Jersey (CTANJ) has announced that on July 22 N.J. Governor Mikie Sherrill (D) has signed legislation that strengthens penalties for violations of New Jersey's limousine laws. The new law takes effect immediately.
In a statement, the association called this “a significant victory for New Jersey's chauffeured transportation industry.”
More than just a legislative update, the signing of Bill A1552 is the culmination of years of advocacy to protect legitimate, licensed operators from illegal competition. CTANJ is proud to have played a direct role in advocating for these changes by working with legislators, regulators, and industry stakeholders to strengthen enforcement and promote a level playing field for our members.
The legislation is designed to enhance consumer safety while addressing the growing number of illegal limousine operators who provide service without the required licensing, insurance, inspections, or other regulatory compliance.
Key changes include:
- Increased fines from $5,000 to $7,500 for covered violations
- Six-month suspension of a violator's driver's license
- Vehicle impoundment for third and subsequent offenses
The law applies to violations including:
- Operating a limousine without a municipal limousine license
- Knowingly allowing a driver to operate without the required driver's license or commercial driver's license (CDL)
- Failing to maintain the commercial insurance coverage required by NJ
- Operating a limousine with more passengers than seating capacity
- Operating without required limousine registration plates
- Operating a limousine that has not been properly inspected

This legislation represents a major step forward in protecting consumers, supporting compliant transportation providers, and holding illegal operators accountable. It reinforces the importance of maintaining proper licensing, insurance, vehicle inspections, and operational compliance while helping preserve the integrity of New Jersey's chauffeured transportation industry.

Unfortunately, the riding public does not know the dangers of taking rides with folks who operate without the correct liability coverage, background checks and licensing—and we need to help advocate for them. Sponsors of the bill include Senator Patrick Diegnan (D-18), Assemblyman Clinton Calabrese (D-36), Assemblywoman Linda Carter (D-22), Assemblyman Michael Inganamort (R-24), and Senator Raj Mukherji (D-32).
