Incoming NYC TLC Commissioner Midori Valdivia
New York City Mayor Zohran Mamdani’s nominee to lead the Taxi & Limousine Commission (TLC), Midori Valdivia, was confirmed by the City Council last week. She will succeed former Commissioner David Do, who stepped down earlier this year.
Valdivia brings extensive industry experience, including more than six years at the Port Authority of New York & New Jersey, where she served as senior advisor to the executive director and worked on major initiatives such as the LaGuardia redevelopment and airport workforce standards. She previously served as deputy commissioner of finance and administration at the TLC under former Commissioner Meera Joshi.
During her earlier tenure at the TLC, Valdivia played a key role in expanding wheelchair-accessible vehicles, supporting the agency’s first driver pay study, and addressing predatory lending impacting medallion owners. She later served as chief of staff to the chairman and CEO of the Metropolitan Transportation Authority, and most recently founded a private consulting practice while also serving as an MTA board member. She has also been a vocal proponent of congestion pricing.

"Her deep knowledge of the industry and her commitment to driver protection make her exactly the right leader to deliver on Mayor Mamdani's promise of economic justice for working New Yorkers."

Valdivia is set to begin her role on April 13.
